Environmental Governance Programme

Following the enactment of the Environment Management and Coordination Act (EMCA) in Kenya in the year 2000. ELCI has
been implementing activities geared towards creating awareness on the existence of the Act and its provisions for environmental managment in Kenya.

EMCA although having shortcomings, offers unprecedented opportunities for environmental management in a collaborative
and proactive manner for Government and Civil Society. However, like so many other laws that have been passed, if Kenyans do not use this Act in a creative and innovative manner, they will miss out on a good opportunity.


ELCI therefore has produced four Community Guides to Environmental Issues for Nyanza, Coast, and Nairobi Provinces as well as for Arid and Semi-arid areas. The guides have been distributed through local and International NGO's, government officers at district level and during training workshops for representatives of District Environment Committees and Lawyers.

These simple guides will show the reader how to link real environmental problems in your area with specific actions one can take under the new Act.

Collaboration with the Law Society of Kenya has been instrumental in raising the awareness of lawyers about the provisions of the EMCA that they can use to defend the environmental rights of communities

The Kenyan Civil Society Strengthening Programme: Wildlife Policy and Legislation Review Process

The Kenyan Civil Society Strengthening Programme (KCSSP) is a programme implemented by PACT Kenya and USAID as an Associate Award Scheme designed to provide support to qualified Civil Society Organizations with the greatest potential for
advancing accountable governance in Kenya to cultivate a new cadre of leadership and build a constituency for improved biodiversity/Natural Resource Management in Kenya.

ELCI was selected under the PACT/USAID Award Scheme to undertake community/stakeholder mobilization and sensitization process 22 regions in Kenya in preparation for the regional meetings and national symposia which where held subsequently from early November 2006 to March 2007 where the 2nd and final Natonal Sysposium was held to disscuss the draft document before it was to be handed over to be tabled in parliament. to read more on the report click here
